What is Excelsis PMF?

Excelsis is an enhanced performance and risk management software package designed by local authorities for the public sector.

Background

St Helens Council developed its "Excelsis" system for strategic planning and performance management in 2003. At this point other local authorities expressed active interest in the system and the Office of the Deputy Prime Minster funded a project, from September 2004 to March 2005, to adapt the software for wider use and to implement it at a number of pilot sites. Following the pilot exercise, a number of local authorities and public bodies adopted Excelsis as their chosen performance management ICT solution and formed the Excelsis User Group. Although most local authority performance frameworks are similar in outline, local circumstances require local solutions. Nevertheless, the Excelsis model has proven robust and adaptable to each authoritys needs
